On February 6, 2017, the Russian Embassy hosted a solemn ceremony of conferring of the medal of the Ministry of Defence of the Russian Federation on Thai military officers.
For special contribution to the strengthening of the Russian-Thai military ties, which over the recent years reached a new height, H.E. Mr. Kirill Barsky, Ambassador of the Russian Federation to the Kingdom of Thailand, conferred medals «For Strengthening Combat Commonwealth» on General Wanlop Rugsanaoh, Director-General, Policy and Planning Office of the Ministry of Defence of the Kingdom of Thailand, Major-General Lertrit Chongwarin, Director, External Relations Division, Policy and Planning Office of the Ministry of Defence of the Kingdom of Thailand, and Colonel Nawita Direkwut, Deputy Director, Policy and Planning Office of the Ministry of Defence of the Kingdom of Thailand.
These three officers were directly involved in the drafting of the Agreement between the Government of the Russian Federation and the Government of the Kingdom of Thailand on Military Cooperation signed in May 2016 and in the preparatory work for the visits of H.E. General Prawit Wongsuwan, Deputy Prime Minister and Minister of Defence of the Kingdom of Thailand, to the Russian Federation in February and April 2016.
In his speech on behalf of awardees, General Wanlop Rugsanaoh expressed his gratitude to the command of the Russian Ministry of Defence for the high assessment of the Thai officers’ contribution to the development of defence cooperation between Russia and Thailand. He assured that they would continue to make efforts to promote mutual trust and cooperation between the Armed Forces of the two countries.

This year we celebrate the 120th Anniversary of establishing diplomatic relations between Russia and Thailand. Our relations from the very beginning took shape as a strategic partnership. Its history was associated with development of ties between the Armies, exchange of experience in the field of military build-up and Army personnel training. Since then Russia and Thailand have always enjoyed tight bonds of friendship and mutual respect.
I am delighted that over the recent years the development of Russian-Thai cooperation has gained an unprecedented momentum. The military ties are not an exception. In 2016 alone, we held 20 events within the framework of military cooperation. A new plan aimed at increasing cooperation for the nearest future has been adopted.
Our most significant achievement is the signing of the “Agreement between the Government of the Russian Federation and the Government of the Kingdom of Thailand on Military Cooperation”, which defines key areas for strengthening of bilateral cooperation.
All this will not only facilitate intensification of contacts between the Armed Forces of our two countries but also, I am sure, will be an important factor in maintaining stability in South East Asia.
Without your personal efforts and tremendous work that has been done throughout the past years, this breakthrough would not have been possible. The Russian Armed Forces command highly estimate your personal contribution to the strengthening of cooperation between our two states.
General Wanlop Rugsanaoh, who is Head of one of the most important Directorate-Generals of the Ministry of Defence of Thailand, oversaw the drafting of the aforementioned Agreement and practical preparatory work for the visits of H.E. General Prawit Wongsuwan, Deputy Prime Minister and Minister of Defence of the Kingdom of Thailand, to the Russian Federation in February and April 2016. The meeting of H.E. General Prawit Wongsuwan with Russian leaders and H.E. General Sergey Shoigu, Minister of Defence of the Russian Federation, gave an opportunity to hold in-depth discussion on the whole spectrum of bilateral military ties and identify a direction of their further development.
Major-General Lertrit Chongwarin as Head of the Directorate, which is managing ties with military offices of foreign states, did a great job on coordinating the draft Agreement with relevant Directorates of the Ministry of Defence and other authorities of Thailand as well as harmonizing it with the Russian side.
Wide knowledge and work experience in the field of military diplomacy of Colonel Nawita Direkwut helped to prepare the draft Agreement and aforementioned visits of the Minister of Defence of Thailand to Russia in a very professional way.
The high degree of military ties achieved between Russia and Thailand is your merit too. I am confident that you will continue to make efforts to promote cooperation between our two countries with the same enthusiasm. It will considerably widen the format of our cooperation in the future and upscale it to the qualitative new level for the benefit of the Russian and the Thai peoples.
